Winter navigation risks and oil contingency plan (SE680)

Objective of the project
The overall objective is to increase understanding of oil pollution prevention measures, improve the joint emergency cross-border procedures in oil accident, and to mitigate the risks related to ship navigation in ice conditions prevailing in the Gulf of Finland.
Main activities
- Holistic risk management of winter navigation in Gulf of Finland (WP2). - Update of Finnish-Russian contingency plan for combating pollution of the eastern GoF (WP3). - Summarizing the work conducted in above WP's. - Providing recommendations.
Achievements
The Project included four work packages in which the activities have been implemented. Those have been the Administration and communication (WP1), Holistic risk management of winter navigation in Gulf of Finland (WP2), Update of Finnish-Russian contingency plan for combatting pollution of the eastern Gulf of Finland (WP3), the Recommendations for the target groups and the Final beneficiaries (WP4). The most significant final results of the implemented activities have been: 1) All the essential implemented dissemination activities, including the Project’s webpage, the organized relevant seminars, the distributed press releases and published articles (WP1).2) Relevant stages of the Formal Safety Assessment (FSA) of winter navigation implemented according to the Grant Application. As a part of this a new Risk Management Model (RMM) for winter navigation as well as Initial hazard Identification were developed (WP2). 3) Updating the existing Finnish-Russian contingency plan for combating pollution of the eastern Gulf of Finland and Definition and identification of areas of vulnerability against an oil spill during the winter (WP3) 4) The practical recommendations for the target groups and final beneficiaries were defined and identified based on the work in WP2 and WP3. These recommendations were proposed to the Helsinki Commission (HELCOM).
