Polar Wind (LSP_KO561)
Funded by Kolarctic ENPI 2007-2013

Objective of the project

The project focuses on the complex of the engineering works and R&D. The objective is to upgrade and modernize local energy supply systems, and create an environmentally friendly wind - diesel electric power station in Nenets Autonomous Okrug of the Russian Federation.

Main activities

Work Packages: • Preparation and implementation of construction of wind monitoring complexes. • Collection, analysis and processing wind monitoring data; 3D wind modeling • Developing capacity of the target municipalities in the field of municipal energy efficiency and renewable energy supply. • Preparation of wind diesel generators’ installation in the sites of wind monitoring: Feasibility study on the investments related to construction and installations of the planned municipal self-sustained wind - diesel electric power stations. • Information and visualization activities: publishing and disseminating booklets and information leaflets, releasing articles in regional press, conducting meetings with the public, installation and maintaining project website.

Achievements

The Project has formed substantial background for introducing new energy generating policy in the target cross-border areas. This includes now the wind-monitoring infrastructure in the territory of NAO, incl. wind monitoring equipment and complex of ICT tools (3D wind modeling, system of wind monitoring data transmission to stationary dispatch points, etc.) to collect, analyze and manage the received data. Documentary, technical and organizational basis as well as measurement database was used for a pilot installation of a wind-diesel energy complex. It is financed under the Kolarctic ENPI programme (Application KO415 Polar Renewables: Independent Energy Supply – POLARIS).
