Objective of the project
The road connection between Paltamo and Vartius was transformed into a class II main road at the year 1995. The road was part of the accepted TEN-network as a road servicing the border crossing traffic. The road was narrow and in bad shape at the time and did not meet the demands set for class II main roads working as TEN-connections. The Ministry of Traffic of Finland had prioritised the design project in their memo B:27/96 “The development and harmonization of the border crossing points in the Finnish Interreg and Russian TACIS-projects in the years 1996-1999” as a project which was going to began in the following years. The road connection was part of the second urgency class projects of the Oulu – Karelia – Arkhangelsk – Komi-corridor pre-report. In the pre-report, the renovation of the road was timed to be completed between the years 1988 and 2000. The project, which was going to be part of the Interreg-programme was going to include the renovation and the overlaying of the part of the road from Härmänmäki to Kytkinlehto, the length of which is 17,6 kilometres. The project was going to secure the fluency and safety of the increasing border crossing traffic.
